Note that effective July 2022, staffing turnover and weekend staffing measures will be incorporated into the Five Star rating for the Payroll-Based Journal (PBJ) submission period of January 1 – March 31. Currently, staffing turnover and weekend staffing measures are not included in the calculation, but they are posted to Care Compare. We will provide additional information about the updated star staffing rating calculation when it becomes available. If your facility has had a mass change in employee IDs due to a new timekeeping/payroll system at any point during the last 6 quarters, make sure you have submitted an ID linking file to CMS otherwise, your entire staff will look like it turned over. Should you need assistance with PBJ compliance, Wipfli offers a PBJ reporting service to assist with review and submission of your facility’s data, as well as prediction of the five star staffing estimate. Based on the MDS data publicly available, the four most recent quarters may be 2020Q4 through 2021Q3. The April 2022 refresh will likely impact the Quality measures and Overall rating for organizations due to the change in thresholds. We encourage you to review your organization’s Five Star ratings now and after the refresh. This will impact future Five Star ratings on Care Compare and other metrics determined from MDS quality measure reporting. In April 2022, CMS will release an updated Five-Star Quality Rating System Technical Users Guide with the updated quality measure rating thresholds. The initial threshold changes scheduled in April 2020 were put on hold due to the COVID-19 Public Health Emergency. In April 2022, CMS will be updating the quality measure thresholds.
